Carriage by rail in the international traffic is effected in accordance with Standard International Passenger and Baggage Tariff – TCV provisions, along with application of individual tariff unions' tariff provisions.

According to the above-mentioned provisions, the international railway traffic includes the following services:

  • individual passengers
  • groups on regular trains or ships
  • luggage

In the international traffic, fares are calculated according to tariffs applicable on the day of issue. One ticket is issued to each passenger travelling on individual basis. If 6 (six) or more passengers request the application of same tariffs for the same journey, an international collective ticket can be issued.

Advance purchase of tickets
International tickets can be purchased in advance at railway station ticket offices and travel agencies ticket offices not earlier than 2 months before the first day of validity period. International tickets validity periods are according to the following:

  • 2 months for all European countries
  • 6 months for the tickets issued in non-European countries
  • 6 months for the tickets issued by the Turkish Railways railway stations (for the part of Turkey belonging to the European continent)

Ticket validity period begins at 00.01h on the day chosen by the passenger, which is entered into the ticket by the issuing ticket office (and validated with the ticket office stamp). Passengers can begin their journey on any day during the ticket validity period, but have to end it on the last day of ticket validity period (at 24.00 h at the latest).

Reservation of seats
The procedure of reservation of seats includes reservation of seats, couchettes and berths. Reservation of seats is obligatory for passengers travelling in groups. Tour operators are obliged to announce group service to the departure station 30 days in advance. Reservation of seats can be requested upon purchase of tickets, or later (if the tickets have been bought in advance). It is obligatory, however, always to present the tickets for inspection.

Reservation receipt is valid for:

  • the train and date for which the reservation has been issued
  • the ticket valid for the train, class and route for which the reservation receipt  has been issued

The seats in sleeping cars and couchette coaches can be reserved for trips from the departure station or an intermediate station, and the seats in seated coaches only for trips from the departure station. With the trains where the reservation of seats (indicated in the timetable as SR) is compulsory for the whole routing, boarding the train and travelling are allowed only to the passengers who reserved the seats in advance. Reservation of trips in such trains is organized from departure and intermediate stations.

Seat-reservation fee is not refundable. The passenger shall occupy the reserved seat not later than 15 minutes after the departure of the train from the station for which the reservation has been made; otherwise the reservation will be considered invalid.

In addition, telephone reservation of seats for intended journey, which passengers may require from the central booking office, is another option. The applications must be submitted minimum 7 days before the intended journey. Payments for seat-reservation fee and pick up of an appropriate reservation receipt shall be made within 3 (three) days after the date of telephone request for reservation.

Refund of fare, surcharges and charges

Claims for refund of fare will be settled by the issuing railway. In certain cases, the passenger can claim refund of a paid fare (outstanding amount) for an unused or partly used ticket. Claims for refund of fare shall be submitted to:

  • railway station ticket offices or, exceptionally (as instructed by the railways), authorized tourist agencies ticket offices
  • JZ Audit Accountant’s Department, division in charge

If the station is not open when the train arrives, claims should be submitted not later than on the first following working day of the station, or ticket office. In some other cases, it might be necessary to submit a written claim to a division in charge of JZ Audit Accountant’s Department. As enclosures to the claim, there shall be submitted: the ticket (validated by a competent railway station), and, if necessary, other documents proving that the claim and the amount of the claim are correct.

Travel agencies ticket offices do not refund the fares for fully or partially unused tickets, except for fully unused tickets bought on the same day at the same ticket office. 10% will be deducted from the amount refunded for railway charges (Article 12-15 ZUPZ), save for exceptional cases.

Luggage service
The following can be forwarded as luggage in international trains on production of a valid international ticket:

  • objects weighing up to 25 kg per piece, contained in trunks, baskets, suitcases and travelling bags
  • maximum 3 objects of the weight specified above per passenger

Placing the luggage onto seats, floor area and gangways between coaches is not allowed.

Blind persons service

Blind persons service is effected in accordance with The Union of the Blind of Yugoslavia Booklet and in pursuance of provisions contained in The Inter-Railway Agreement Concerning International Tickets Issue to Blind Persons and Their Guides. Blind persons enjoy 75% concession on regular fares for 6 (six) trips per year (12 journeys). The booklet period of validity is 3 calendar years, but the validity period must be extended for each successive year.

Guides enjoy free service for the whole trip on the basis of a validated notification, which is an integral part of the travel concessions booklet. A blind person and his/her guide must travel on the same train, in the same car and class. A blind person's guide travelling separately shall be considered a passenger without the ticket unless he/she has in his/her possession a special notification validated by The Blinds Union.
