Action Plan Supporting 2003-2007 Business Plan Implementation

EFFICIENCY OF EACH ORGANIZATION DEPENDS ON PERSONS CAPABLE TO PROMOTE AND IMPLEMENT CHANGES. KEY PROBLEM RESULTING FROM THESE REQUIREMENTS IS THE PROBLEM OF STAFF RESTRUCTURING.

TARGETS OF "RTE BEOGRAD STAFF RESTRUCTURING PROGRAMME" ARE RELATING TO THE ESTABLISHING OF APPROPRIATE STRUCTURE AND NUMBER OF STAFF IN ACCORDANCE WITH NEEDS OF THE BUSINESS SYSTEM WITHIN THE PLANNED PERIOD (BY YEAR 2006) BY QUANTITATIVE AND QUALITATIVE INDICES AND THIS IS TO BE ACHIEVED BY:


  • REDUCTION OF STAFF NUMBERS;
  • PROVIDING LACKING PERSONNEL STRUCTURE AND OCCUPATIONS;
  • ESTABLISHING MODERN FUNCTION OF HUMAN POTENTIALS MANAGING.


SINCE NEW WAY OF RTE "BEOGRAD" FUNCTIONING IS EXPECTED TO START BY THE END OF 2002, ESTABLISHING OF APPROPRIATE STRUCTURE AND STAFF NUMBERS IN ACCORDANCE WITH NEEDS OF NEW BUSINESS SYSTEM WILL BE POSSIBLE TO DETERMINE PRECISELY ONLY AFTER THAT (IN YEAR 2003).

RTE "BEOGRAD" HAS ENTERED INTO PROCESS OF RESTRUCTURING OF HUMAN POTENTIALS ON THE BASIS OF WHICH THE PROGRAMME HAS BEEN PREPARED TO APPLY FOR EBRD LOAN FOR WHICH PURPOSES THE LOAN OF EUR 10 MILLION HAS BEEN APPROVED.

FOR SUCCESSFUL PROGRAMME IMPLEMENTATION IT IS NECESSARY TO ESTABLISH INSTITUTIONAL COMMUNICATION WITH LABOR MARKET OF THE STATE. SUCH FORM OF CO-OPERATION WILL HAVE TO BE ESTABLISHED IN THE FOLLOWING YEARS WHEN IT IS EXPECTED FOR THE LABOR MARKET IN SERBIA TO START FUNCTIONING IN A DIFFERENT WAY. THIS IS IMPORTANT BECAUSE IT CAN BE REALISTICALLY EXPECTED THAT THE EXISTING STRUCTURE AND NUMBER OF STAFF IN THE ENTERPRISE WILL NOT CORRESPOND TO THE NEEDS OF FUTURE RAILWAY SYSTEM. THE RELATIONSHIPS WITH THE LABOR MARKET CAN BE ESTABLISHED ONLY AFTER RESTRUCTURING OF RAILWAY. THE ESTABLISHING OF SO-CALLED INTERNAL LABOR MARKET IS ALSO PLANNED. THE ENTERPRISE HAS PASSED A DECISION TO FORM THE AGENCY FOR LABOR RESTRUCTURING WHICH WILL DEAL WITH SOLVING THE PROBLEMS OF STAFF STRUCTURE WITHIN THE RAILWAY SYSTEM THOUGH THE PROGRAMMES OF PREQUALIFICATION, ADDITIONAL QUALIFICATION, ETC.
