Project: Reconstruction and modernization of Batajnica – Golubinci section of Belgrade – Sid – State Border (CRO) railway line
INVITATION FOR TENDERS for supply of equipment and execution of the works for signalling and interlocking facilities
Public Enterprise “Serbian Railways”, hereinafter referred to as “the Employer”, intends using a part of the proceeds of the loan from the European Investment Bank (the Bank) towards the cost of the Project for reconstruction and modernization of Batajnica – Golubinci section of Belgrade – Sid – State Border (CRO) railway line.
The Employer now invites the tenderers [suppliers /contractors] to submit the sealed tenders for the following works to be funded from a part of the proceeds of the loan:
Supply of equipment and execution of the works on reconstruction and upgrading of the signalling - interlocking facilities on the Batajnica – Golubinci section of the Belgrade – Sid – State Border (CRO) railway line
The Project for reconstruction and modernization of Batajnica-Golubinci section of Belgrade-Sid-State Border (CRO) railway line anticipates execution of the works at the following points: Batajnica station exit, the open track from Batajnica to Nova Pazova, the stations Nova Pazova and Stara Pazova, and the part of the open track between Stara Pazova and Golubinci.
The reconstruction and modernization of this section anticipates execution of the following works related to signalling and safety facilities:
– The supply and installation of a master signal box based on MMI technology – a computer with two or more displays, as a replacement for the push-button master signal box, based on ‘mosaic’ technique, in the stations Batajnica, Nova Pazova, Stara Pazova and Golubinci;
– The supply and installation of the uninterruptible power supply (UPS) system with static converters, fed primarily from 25kV, 50Hz OCL and secondarily from the 3x400V, 50Hz electric distribution network. In case of failure of the power supply sources, the device should be fed by means of a stationary battery through the static converters for the duration of three hours, in Nova Pazova and Stara Pazova stations.
– The supply and installation of 10kVA, 3x380/220V, +-2,5% 50Hz(+-1%) static converters, to be fed by means of the 60V DC, +20%, -10% cos=0,8 battery with the sine wave output voltage for the stations Batajnica and Golubinci, as a replacement for the existing rotary converters.
– The supply and installation of the electrical heating system for the point switches, fed from 25kV, 50Hz OCL, with consecutive switching of the heating for the point switches from the MMI master signal box, using the separate submenu. In the master menu in Nova Pazova and Stara Pazova stations, this device must have switch on and switch off indication, as well as indication of the system failure.
– Repair of relay groups and manufacturing of K50B relay.
On the concerned section, the following contracts will be performed simultaneously with this contract:
– Execution of the works related to reconstruction and modernization of the concerned section (T1),
– Execution of the works related to reconstruction and modernization of the OCL and electric power installations (T3);
– Execution of the works related to reconstruction and modernization of the telecommunication installations and cables (T4),
– Procurement of electrotechnical materials and equipment for the works to be executed by PE ZS on its own (T5).
Tendering for this Contract, to be financed out of the proceeds of the loan from the Bank, is open to all firms from all countries. The proceeds of the loan from the Bank will not be used either for any payment to persons or entities, or for any import of goods, if such payments or import are not allowed in accordance with the UN Security Council Decision in Chapter VII of the UN Charter.
To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:
– The Tenderer must show documentary evidence of its full compliance with the requirements with respect to its experience and expertise of its staff, its having necessary equipment at its disposal, its financial viability and court disputes;
– The Tenderer and its prospective subcontractors must have licences, issued by a competent authority in the country where the Tenderer has its registered (head) office, to execute the works of installation/rehabilitation of signalling-interlocking facilities. The licences submitted by a foreign Tenderer for itself and its subcontractors must be translated into English and certified;
– The Tenderer must have minimum 7 years of experience in performing the works related to railway signalling and safety facilities;
– The Tenderer’s average annual income (turnover) over the past three years must exceed 5 million euros;
– The Tenderer must have successfully completed, within the past five (5) years and in the position of the main Contractor, not less than three (3) projects of installation/rehabilitation of signalling-interlocking facilities and, in average, amounting to more than 2 million respectively;
– In case of a joint venture, every partner should meet a minimum of 20% of the financial capability requirements, and the lead partner should meet a minimum of 60% of the financial capability requirements;
– The Tenderer must be awarded the certificate for the QMS ISO 9000 series of standards and must execute the works in accordance with the EMS ISO 14000 series of standards.

INVITATION FOR TENDERS for the electric traction fixed installations and electric power installations
Public Enterprise “Serbian Railways”, hereinafter referred to as “the Employer”, intends using a part of the proceeds of the loan from the European Investment Bank (the Bank) towards the cost of execution of the works related to reconstruction and modernization of Batajnica – Golubinci section of Belgrade – Sid – Croatian State Border railway line.
Public Enterprise “Serbian Railways” now invites the contractors to submit the sealed tenders for the following contract to be funded from a part of the proceeds of the loan:
The electric traction fixed installations and power supply facilities reconstruction and modernization works on Batajnica – Golubinci section of Belgrade – Sid – Croatian State Border railway line
The line section from Batajnica to Golubinci is 22,557.84 m long. There are the following stations along this section of the railway line: Batajnica, Nova Pazova, Stara Pazova and Golubinci. The existing railway line from Batajnica Station to Stara Pazova Station is a double-track one, L = 15,128.81 m, whereas from the Stara Pazova Station exit to the Golubinci Station entry points it is a single-track one, L = 7,428.43 m.
These Tender Documents anticipate the following electric traction fixed installations and electric power installations reconstruction and modernization works:
- The construction of a new overhead contact line (OCL) on the section Stara Pazova - Golubinci of the open track, over the approximate length of 7 km of the right-hand track;
- The reconstruction of the OCL in Nova Pazova and Stara Pazova stations, over the total approximate length of 20 km;
- The construction works related to construction of the foundation for the new OCL supporting structures (37 masts) and dismantling of the existing ones at the Batajnica station exit pointwork and along the open track from Batajnica to Nova Pazova;
- The construction works related to reconstruction of the electric traction substation (ETS) "Indjija" 110/25kV 2x7,5MVA, the sectioning point with neutral section (TSP) "Batajnica", the sectioning point (TSP) "Nova Pazova" and the sectioning point (TSP) "Stara Pazova", involving whitewashing and repair of the foundation of transformers and of the paths, facades, doors and windows;
- The reconstruction and upgrading of the reflector-based lighting at the Nova Pazova and Stara Pazova stations, with reflectors mounted on seven 30-meter high masts, as well as of the roof;
On the concerned section, the following contracts will be performed simultaneously with this contract:
– Execution of the works related to reconstruction and modernization of the concerned section (T1);
– Procurement of equipment and execution of the works related to reconstruction and modernization of the signalling and safety installations on the concerned section (T2);
– Execution of the works related to reconstruction and modernization of the telecommunication installations and cables (T4);
– Procurement of electrotechnical materials and equipment for the works to be executed by PE ZS on its own (T5).
Tendering for this Contract to be financed with the proceeds of the loan from the Bank is open to all firms from all countries.

- The Tenderer must have minimum 7 years of experience in performing the works related to electric traction fixed installations within the 25kV, 50 Hz single-phase railway system;
- The Tenderer’s average annual income (turnover) over the past three years must exceed 7 million euros;
- The Tenderer must have successfully completed, within the past five (5) years and in the position of a main Contractor, not less than three (3) projects of installation/rehabilitation of OCL and amounting to more than 3 million euros;
- In case of a joint venture, every partner should meet a minimum of 20% of the financial capability requirements, and the lead partner should meet a minimum of 60% of the financial capability requirements;
- The Tenderer must be awarded the certificate for the QMS ISO 9001 series of standards and must execute the works in accordance with the EMS ISO 14001 series of standards.

Execution of the telecommunication installations and cables reconstruction and modernization works on Batajnica – Golubinci section of Belgrade – Sid – Croatian State Border railway

- Laying and splicing of the new STKA line-side cable on Batajnica – Nova Pazova section, over the length of around 6 km;
- Construction and electrical works for the replacement of STKA cable on Stara Pazova - Indjija section, over the approximate length of 4.3 km;
- Extension of the local signalling, safety and telecommunication cable networks in the stations Batajnica, Nova Pazova, Stara Pazova and Golubinci.
- Laying and splicing of feeding and signalling cables within reconstruction of APB points on the sections Batajnica – Nova Pazova, Nova Pazova – Stara Pazova, Stara Pazova – Golubinci and Stara Pazova – Indjija
On the concerned section, the following contracts will be performed simultaneously with this contract:
- Execution of the works related to reconstruction and modernization of the concerned section (T1);
- Procurement of equipment and execution of the works related to reconstruction and modernization of the signalling and safety devices on the concerned section (T2);
- Execution of the works related to reconstruction and modernization of the electric traction fixed installations and electric power installations (T3), and

The rehabilitation and upgrading of the Batajnica - Golubinci section on the Belgrade -Šid – State Border (CRO) railway line
INVITATION FOR TENDERS Procurement of materials and equipment for the rehabilitation of the electrical installations
Public enterprise “Serbian Railways”, hereinafter referred to as the Purchaser, intends using part of the proceeds from the European Investment Bank (the Bank) towards the cost of the rehabilitation and upgrading of the Batajnica – Golubinci section on the Belgrade – Šid – state border (CRO) railway line.
The Purchaser hereby invites suppliers to submit sealed tenders for the award of the following contracts that will be funded from part of the proceeds of the loan:
• LOT 1 – Procurement of materials and equipment for the rehabilitation and upgrading of the overhead contact line in the station of Batajnica and along the open track section from Batajnica to Golubinci
The equipment with spare parts are classified in the following sections: - Masts, anchor ties, and loops . - Return conductor and earthing assemblies. - Brackets on twin channel (2U) masts. - Anchor ties, cantilever assemblies, fittings in catenary system, bypass feeder and droppers. - Isolators and levers, knuckles, connecting clamps and strands. - Signals for electric traction system - OCL fitting tools.
The OCL equipment shall correspond with the New Catalogue of single phase 25 kV, 50 Hz overhead line system, ZJŽ No.77/96 - Serbia.
• LOT 2 – Procurement of materials and equipment for the rehabilitation of the power supply facilities along the Batajnica-Golubinci track section.
The equipment and materials are classified as follows: - Power transformers - Switchgear equipment and surge arrestors - 110kV and 25 kV instrument transformers - Feeding units for 4 plants - Protection relay equipment - Instruments for testing relay protection and for electrical measurements
• LOT 3 – Procurement of spare parts and equipment for train dispatcher’s and lineside telephony compatible with the existing B14 "Siemens" system on the Belgrade – Šid railway line.
The equipment and spare parts are classified as follows: - Telecommunication desks compatible with CTC (central traffic control) desks of "Siemens" make - Dispatcher’s central unit with CTC desk compatible with B14 "Siemens" system - Talk-back sets at entry and exit signals, AB and level crossings compatible with the existing B14 "Siemens" system - Translators compatible with the existing B14 "Siemens" system - NiCd 24V/72Ah storage batteries - Documentation, measurements, start up of operation.
• LOT 4 – Procurement of equipment for the repair of signalling and interlocking devices in the SpDrs 64 JŽ system compatible with Westinghouse Flexicode 560 central traffic control.
The equipment is classified as follows : – tools and instruments – components required to complement the CTC system on the Batajnica-Šid section compatible with the existing Westinghouse Flexicode 560 system, – materials for the repair of indoor and outdoor signalling and interlocking devices in the SpDrs 64 JŽ system – small automatic stopping equipment (magnets) 1000/2000 Hz with fastenings to rails 49 and 60 E1. – points and derailer setting mechanisms type S700 with accessories and fastenings to rails 49 and 60 E1, – relay groups and racks for the rehabilitation of station and lineside signalling and interlocking devices for the SpDrs 64 JŽ system.
Tenders are invited for one or more lots. Each lot must be priced separately. Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders.
Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country.
To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:
- The Tenderer must show documentary evidence of its full compliance with the requirements with respect to its experience and expertise of its staff, its having necessary equipment at its disposal, its financial viability and litigation history;
- The Tenderer must have minimum 5 years of experience in performing the works falling within the scope of the Tender;
- The Tenderer’s average annual income (turnover) over the past three years must exceed three times its tender price;
- In case of a joint venture, every partner should meet a minimum of 20% of the financial capability requirements, and the lead partner should meet a minimum of 60% of the financial capability requirements;
- The Tenderer shall ensure the quality of products fully in accordance with ISO 9001 standards.
- The tenderer shall possess the necessary permits allowing incorporation of the quoted equipment and materials in the network of the Serbian Railways or it should have started the obtaining procedure before the authorities in the Republic of Serbia.

INVITATION FOR TENDERS Civil engineering works – Railway reconstruction and modernization
Public Enterprise “Serbian Railways”, hereinafter referred to as “the Employer”, intends using part of the proceeds of a loan from the European Investment Bank (the Bank) towards the cost of execution of the civil engineering works related to reconstruction and modernization of Batajnica – Golubinci section of Belgrade – Sid – State Border (CRO) railway line.
Public Enterprise “Serbian Railways” now invites the contractors to submit the sealed tenders for the following contract to be funded from a part of the proceeds of the loan:
Civil engineering works related to reconstruction and modernization of Batajnica – Golubinci section of Belgrade – Sid – State Border (CRO) railway line
The line section from Batajnica to Golubinci is 22,557.84 m long. There are the following stations along this section of the railway line: Batajnica, Nova Pazova, Stara Pazova and Golubinci. The existing railway line from Batajnica Station to Stara Pazova Station is a double-track one, L = 15,128.81 m, whereas from the Stara Pazova Station exit to the Golubinci Station entry points it is a single-track one, L = 7.428,43 m.
Execution of the works has been planned for the following sections of the line:
a) the distance between stations - exit from Batajnica Station and entry to Nova Pazova Station (from km 21+031.23 to km 26+595.40) – in the length of 5,564.17 m of the double-track line);
b) 1,410.45 m long double-track line in Nova Pazova Station (from km 26+595.40 to km 28+005.85), and the length of 2.36 km of the station tracks;
c) 2,032.77 m long double-track line in Stara Pazova Station (from km 34+094.00 to km 36+126.77), and the length of 4.82 km of the station tracks;
d) the distance between stations - exit from Stara Pazova Station and entry to Golubinci Station (from km 36+126.77 to km 43+555.20) – in the length of 7428.43 m of the new right-hand track.
From km 28+005.85 to km 34+094.00, over the length of 6,121.42 m of the double-track line, no civil engineering/construction works have been planned. In addition, no works have been planned for the left-hand track between the stations Batajnica and Golubinci - exit from Batajnica Station and entry to Golubinci Station - from km 36+126.77 to km 43+555.20.
a) For the distance between stations Batajnica and Nova Pazova - exit from Batajnica Station and entry to Nova Pazova Station – the repair of the existing left-hand track has been planned, as well as the repair of the right-hand track over the whole of their lengths. The left-hand track repair works include complete replacement of the superstructure and partial upgrading of the existing track bed. The right-hand track repair works include reconstruction of the track bed and the structures on it with a view to enhance the carrying capacity, as well as complete replacement of the superstructure.
b) For Nova Pazova Station, the following has been planned: partial reconstruction of the track equipment, replacement of the superstructure, the substructure reconstruction and reinforcement by embedding gravel and sand material, setting up of a drainage system for the station plateau, construction of new platforms and underground passages with roofs, demolition of the existing goods shed ramp and construction of the new one, as well as renovation of the existing goods shed.
a) For Stara Pazova Station, the following has been planned: partial reconstruction of the track equipment, replacement of the superstructure, the substructure reconstruction and reinforcement by embedding gravel and sand material, completion of the drainage system for the station plateau, reworking of the existing platform and construction of the new ones with roofs, rehabilitation of the existing underground passage, demolition of the existing goods shed ramp and construction of the new one, as well as construction of a new goods shed.
b) For the distance between stations Stara Pazova (exit) and Golubinci (entry), with a view to complete the double-track section, the construction of a new right-hand track, on the bed of which a part of the construction works has already been executed, has been planned.
Over the above mentioned distance between the stations the following has been planned: the construction of the new bridge of reinforced concrete at km 36 + 353, and the execution of the remaining works on the railway crossing construction (delevelled crossing of the right-hand Zagreb track with the railway line Belgrade - Novi Sad- Subotica) at km 38+725.

Engineering constructions
- Steel roofs in Nova Pazova and Stara Pazova stations; - Platform walls and ramp walls in Nova Pazova Station; - Platform walls and ramp walls in Stara Pazova Station; - The new underground passage in Nova Pazova Station, and - Rehabilitation of the underground passage in Stara Pazova Station.
Bridges
- Reinforced concrete bridge at KM 36+353.07, L= 10.0 m. The existing structures at km 36+353.07 comprise three independent single-track bridges of reinforced concrete and another one single-track bridge of steel. During track reconstruction, the steel bridge will be removed and replaced by reinforced concrete bridge having the same system and span as the existing three bridges. The existing reinforced concrete bridge structures are in good condition and will not be subject to reconstruction. - Transition structure on both ends of the overpass (at km 38+688.96 and at km 38+744.73). Transition structures are closed, box-like structures of reinforced concrete, filled up with gravel. Transition structures are anchored to the existing reinforced concrete overpass.
Architectural structures
1. Construction of a new goods shed in Stara Pazova Station, 101.12m2 in gross area; 2. Reconstruction and renovation of the goods shed in Nova Pazova Station, 128.80 m2 in gross area;
On the concerned section, the following contracts will be performed simultaneously with this contract:
– Procurement of equipment and execution of the works related to reconstruction and modernization of the signalling and safety installations (T2),
– Execution of the works related to reconstruction and modernization of the OCL and electric power installations (T3),
– Execution of the works related to reconstruction and modernization of the telecommunication installations and cables (T4),
– Procurement of electrotechnical materials and equipment for the works to be executed by PE ZS on its own (T5).
Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to all firms from all countries.
To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:
- The Tenderer must show documentary evidence of its full compliance with the requirements with respect to its experience and expertise of its staff, its having necessary equipment at its disposal, its financial viability and court disputes;
- The Tenderer and its prospective subcontractors must have licences, issued by a competent authority in the country where the Tenderer has its registered office, to execute the works of track laying/rehabilitation. The licence submitted by a foreign Tenderer must be translated into English and certified;
- The Tenderer must have minimum 7 years of experience in an average yearly production of not les then 10 km of track laying/rehabilitation;
- The Tenderer’s average annual income (turnover) over the past three years must exceed 50 million euros;
- The Tenderer must have successfully completed, within the past five (5) years and in the position of a main Contractor, not less than two (2) projects of track laying/rehabilitation and the value of which exceeds 20 million euros;
- In case of a joint venture, every partner should meet a minimum of 20% of the financial capability requirements, and the lead partner should meet a minimum of 60% of the financial capability requirements;
- The Tenderer must have the certificate for the QMS ISO 9001 series of standards and perform the works in accordance with the EMS ISO 14001 series of standards.

PUBLIC INVITATION for collecting of the quotations for awarding of the supply contract for power transformers, in the open procedure, ord. no. of the supply : 19/2008
In this way the Orderer invites the Bidders to submit the sealed quotations for the power transformers. All legal and physical persons who fulfil all the conditions from the Articles 45 and 46 of the Law on Publis Supplies have the right of participation in this competition. In order to be qualified for the contract award, the Bidder must have all financial, technical, production and staff capacities and abilities that are necessary for the fulfilling of the contract. The competion documentation can be obtained for the insight or should be taken over within 25 days from the day of announcing in the Official Gazzette of the Republic of Serbia, every working day from 10:00 h up to 14:00 h, in the Office no 19. of the Department for Supplies, 14a, Zdravka Celara Street, 11000 Belgrade. On occasion of taking over of the documentation, the interested Bidders are obliged to enclose the proof of the effected payment to the amount of 5,000.00 din. or the equivalent of 60.00 EUR. The paid amount will not be returned. The costs of the sending of the competition documentation out of the border of the country of the Orderer is borne by the interested Bidder.
